Notice of Intent to Sole Source Civil Disturbance Unit (CDU) Equipment to Public Order Solutions, LLC

THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A SOLE -SOURCE AWARD TO PUBLIC ORDER SOLUTIONS, LLC FOR CIVIL DISTURBANCE UNIT (CDU) EQUIPMENT AND ACCOUTREMENTS

The Department of Defense (DoD) Washington Headquarters Services Acquisition Directorate (WHS/AD) intends to award a sole-source, Firm-Fixed Price (FFP) Blanket Purchase Agreement (BPA) for Civil Disturbance Unit (CDU) equipment and accoutrements to Public Order Solutions, LLC, 10442 S Stavanger DR, South Jordan, Utah 84009-6156 (SAM Unique Entity ID:DMB6B9MN8NB7, CAGE: 8QAG2) for their product, the CDU equipment and accoutrements.

In order to meet the Government’s mission, the Pentagon Force Protection Agency (PFPA) Pentagon Police Division (PPD) requires specific CDU equipment/accoutrements from Public Order Solutions, LLC (POS) that are compatible with current stock of CDU devices in use by PPD.  This will provide proper functionality and durability to successfully mitigate high-risk situations involving emergency civil disturbances and protest(s) events in which PPD CDU professionals will respond.  Public Order Solutions, LLC are the only authorized reseller of the brand name Armadillo Merino, Gentex, DMS Scorpion Personal Shields, and Yaffy products which comprise of this CDU Equipment requirement for PFPA.

This BPA will have a 5-year ordering period to procure the Civil Disturbance Unit equipment and accoutrements listed below:

CDU Tactical gear/devices are critical for successful mitigation of extremely high-risk situations/civil disturbance operations linked to the CDU Team (per direction of PFPA-HQ requirements) – these are vital pieces of life saving equipment for CDU use only.  The CDU gear/devices being sought are type specific and are immediately available from a particular vendor – due to specifics of this requirement and Agency applications.  The specifics of this requirement are optimal to the operational needs of PPD’s Operations Branch.  Product certification ensued as contact with other government agencies had been completed (linked to requirements that are akin to our needs – CDU tactical gear driven).  These proven (lifesaving) devices have already been tested and evaluated by multiple governmental agencies; endorsed by the U.S. Secret Service (USSS).  PPD contacted like agencies which included the USSS; U.S. Park Police, National Institute of Justice and the Maryland State Police.

They also provide compatibility with current CDU devices in use by PPD’s CDU Team as training, operational capabilities, sustainment of devices and cross-use abilities are key factors when it comes to procuring this product; all of which are primary concerns for PPD.  Continuity in the use of described items will enhance the effectiveness of emergency responses during critical events because there is little (if any) time to react to a life threatening civil disturbance events.  PPD needs to acquire these type specific CDU items to distribute amongst our CDU professionals in support of the PFPA/PPD mission.

This procurement will be issued in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures. The NAICS code utilized for this procurement is 454390, Other Direct Selling Establishment, with a Small Business Size Standard of $13M.  The PSC code is 8465 - Individual Equipment.
