Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). This requirement will provide for full and open competition. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-06.This requirement will be for a small form-factor (desktop) supercomputer workstation for efficient data analyses of UAS-collected data to create 3D models for AR/VR. Minimum specifications for the small form factor supercomputer workstation are described under 3.0 Performance Requirements. The procured hardware system will be tested by NAVFAC EXWC before payment to ensure that it meets performance specifications before payment. The requirement is further detailed in the attached Statement of Work. The delivery date, place of performance, and all other delivery requirements is detailed in Section 3.0 of the Statement of Work. The following provision applies to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services. The following provision applies to this acquisition: FAR 52.212-2, Evaluation-Commercial Products and Commercial Services. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical: The Government will evaluate the offerors technical capability as it relates to how the offer conforms to the requirements stated in the Statement of Work. 2) Price: The Government will evaluate price by conducting a price analysis. The total price will be evaluated. Price analysis will be performed by using one or more of the various price analysis techniques and procedures listed in FAR 15.404-1(b)(2). All offerors shall include a completed copy of the following provision: FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services .The following clause applies to this acquisition: FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services. The following clause applies to this acquisition: FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services. The offer must comply to all parts of the Statement of Work.
