Description
Priest Lake Road Maintenance and Heavy Brushing Project
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with
the format in subpart 12.6 of the Federal Acquisition Regulation (FAR), as supplemented with
additional information included in this notice. This announcement constitutes the only
solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) This solicitation is issued as a Request for Quotation (RFQ).
(iii) The solicitation document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular 2024-05.
(iv) This procurement is a total small business set aside. The NAICS code is 115310 and the
Small Business Size Standard is $11.5 million.
1.0 Background and Purpose
The Forest Service requires road improvement maintenance as well as heavy brushing to be performed
within Priest Lake, ID. There will be a total of approximately 18 miles of heavy brushing, and 1.2 miles of
roadway excavation / road improvement requirements, with an additional line item of an hourly
excavator rate.
3.0 Technical Requirements / Tasks
3.1 Heavy Brushing:
The contractor shall cut vegetative growth including trees six (6) inches or less in diameter (when
measured 6 inches above the ground) which interferes with the sight distance and drainage features
along the roadway. The contractor shall remove all logs and windfall within the specified clearing limits.
The clearing limits are shown in the attached typical section. This includes a horizontal distance of ten
(10) feet, (or a slope distance of 12 feet) from the bottom of the ditch for the roads with ditches, eight
(8) feet horizontal distance (or a slope distance of 12 feet) from hinge without ditch, and a horizontal
distance of four (4) feet (or a slope distance of six (6) feet) from the shoulder of the fill side. Clearing
shall include turnouts and curves. The clearing limits are shown in the attachment 1.
3.2 Roadway Excavation:
3.2.1 Roadbed Clearing and Grubbing: This work consists of clearing and grubbing vegetation, standing
trees, and the removal of logs and windfall within the roadbed, shoulders, turnouts, intersections,
ditches, drainage dips, catch basins, surface water deflectors and minor drainage structures.
Remove vegetation and obstructions from the work area which interfere with sight distance, road
surface maintenance, drainage feature maintenance, and drainage features.
Roadbed clearing vegetation stumps do not exceed two (2) inches in height and 1 (1) inch in diameter
and shall be cut as not to create a hazard to foot or vehicle traffic or impede roadbed surface
maintenance.
Vegetation greater than 3’ in length and 2” diameter shall be scattered outside of the work area and
water courses.
Slash and debris shall be scattered downslope from the roadbed and outside of the clearing limits,
avoiding any concentration.
Remove organic, deleterious, and material larger than 6 inches brought to the surface during clearing
and grubbing. Repair soft and unstable areas. Shape to a uniform surface and compact with approved
equipment.
