This amendment makes changes to the solicitation; these changes represent one of three types, eitheradding new information, deleting information, or revising existing information. Changes made by this amendment replace the previously issued sections of the advertisement, as referenced in the below summary of changes:

Revised Spec Section 00 21 00 Paragraph 1.9 attached. Hard copies of bid bonds, and performance bonds and payment bonds are no longer required. However, per page 1 of the Standard Form SF1442, the Contractor must still furnish bonds 5 calendar days after award.

Revised Spec Section 00 21 00 Paragraph 1.6 (a) Cover Letter and (b) Schedule attached.  Replacing DUNS number with UEI Number.

This acquisition is proceeding as a Full and Open Competition, Invitation for Bids (IFB). This Procurement will be conducted under FSC CODE: Z1KF, NAICS Code: 237990. The size standard for this code is $37,000,000. All questions should be directed to the Contract Specialist, Karen Smith at karen.smith@usace.army.mil.

Estimated cost range in between $10,000,000 and $25,000,000.

Job Description: The work includes annual maintenance dredging of the Oakland Inner and Outer harbor channel to -50-f t (MLLW) plus 1-ft of paid over-depth and transporting of the dredged material per the requirements in specification Section 00 10 00 PRICING SCHEDULE and 01 11 00 SUMMARYOF WORK. All material is suitable for disposal at Contractor-furnished upland beneficial reuse sites.

ALL BIDS will be due on June 2, 2023, at 1:00 PM PDT unless revised by an amendment. The specific date and time will be identified in the solicitation. Public bid opening will be held via WebEx at 1:30 PM PDT. Webex information is within the solicitation information Section 00 21 00. BIDDERS ARE ADVISED THAT THIS PROJECT MAY BE DELAYED, CANCELLED, OR REVISED AT ANY TIME DURING THE SOLICITATION, SELECTION, EVALUATION, NEGOTIATION, AND/OR FINAL AWARD PROCESS.

Plans and specs will not be provided in hard copy or CD format. The solicitation and all amendments for this acquisition will be posted on SAM.gov once the IFB is issued.
