Description

THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN SUBPART 12.6, AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED.

Solicitation number NB686110-23-01285 is a Request for Quotation (RFQ) conducted under the authority of FAR 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. This RFQ, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-04. The associated NAICS 334511 has a small business size standard of 1,350 employees.

This requirement is being competed as a Total Small Business Set Aside.

Background:
NIST's Applied Physics Division requires a turn-key, stand-alone wind LIDAR (light detection and ranging) system to acquire 3D wind fields. This data is needed to combine with concentration measurements determined by Differential Absorption LIDAR (DIAL) to determine mass flux. Mass flux cannot be determined without an independent measurement of 3D wind fields. This procurement is to support NIST's funded research initiative on "Greenhouse Gas Measurements" and to address major measurement challenges in the development and application of novel laser-based techniques to study the emission of greenhouse gases.
