Description

Intent to Sole Source:  The U.S. Army Corps of Engineers, Rock Island District, intends to procure 500, Innovasea (aka VEMCO) acoustic telemetry tags and 8 NexTrakR1 acoustic receivers to be associated with remote acoustic telemetry receiver arrays on a sole source basis with Innovasea Marine Systems Canada Inc., in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 13.106-1(b)(1)(i), for purchases not exceeding the simplified acquisition threshold and only one source reasonably available.

The U.S. Army Corps of Engineers, Rock Island District, intends to award a commercial firm-fixed-price contract with Innovasea Marine Systems Canada Inc.  The NAICS code for this procurement is 334513 with a size standard of not to exceed 750 employees.

PLEASE NOTE: Acoustic telemetry fish tags must be fully compatible with the current VEMCO acoustic receiver arrays. 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE QUOTES and no solicitation will be issued.  However, any small-business firm that believes it can meet the requirement may give writing notification to the Contracting Officer in the form of a capability statement.  Supporting evidence shall be in sufficient detail that demonstrates the ability to comply with the requirements listed and must be furnished to the point of contact listed below by December 14, 2023 at 12:00 PM CDT.

A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government.  Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

The U.S. Army Corps of Engineers, Rock Island District, will not reimburse for any costs connected with supplying sufficient detail to demonstrate the ability to comply with the requirements listed.  In order to receive a Government award, a firm must be registered in the System for Award Management (SAM) (https://sam.gov/).  Firms must register on a one-time basis, and annually confirm accuracy and completeness of registration information.

Attachment A – Requirement Specifications

USACE – Rock Island District (MVR) requires 500, Innovasea (aka VEMCO) acoustic telemetry tags and 8 acoustic receivers. The acoustic telemetry tags will be implanted on various fish species in the tailwaters of Lock and Dam 22 on the Mississippi River. The tags and receiver will supplement existing telemetry tagged fishes within the Mississippi River where there is a large array of VR2 acoustic receivers deployed.
