Replace the domestic water softener and filtration system at the Pawnee Indian Health Center

This is a combined synopsis/solicitation for items prepared in accordance with FAR Part 13. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

The solicitation is issued as Request for Quotes (RFQ) 246-23-Q-0168.

This procurement is 100% Indian owned business set-aside under NAICS code 238220 with a size standard in millions of dollars $19.0.

Contractor shall provide a firm, fixed-price to furnish and install a Domestic Water Softener and Filtration System Replacement for the Pawnee Indian Health Center, Pawnee Oklahoma in accordance with the Statement of Work.

The period of performance for this requirement is 120 calendar days from Notice to Proceed.

Site visit is scheduled for August 16, 2023 at 10:00 AM. Meet at the Pawnee Indian Health Center 1201 Heritage Circle Pawnee, Oklahoma 74058. Questions are due no later than August 23, 2023 5pm CST. The closing date for receipt of quotes is September 6, 2023 COB CST. The offer shall be received by email to jeffrey.earnest@ihs.gov or in a sealed envelope, addressed to this office, showing the solicitation number, your name and address, no later than 5:00 p.m. CST, on September 6, 2023.

THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO PROVIDE A PROPOSAL CONTAINING:

A) Firm, Fixed price quote with attached bid sheet

B) Technically specifications of the statement of work, acceptable materials list to be used.

C) (2) Relevant past performance of this type of work, shall provide organization’s name, point of contact, summary of project and award amount

D) Bid bond form (SF24) attached is required at $35,000.  If over $35,000 and selected as the acceptable vendor proposal, performance (SF25) and payment (SF25A) bonds will apply
 

Offers shall be evaluated on an acceptable/non-acceptable basis. Unacceptability of "A" and "B" (stated above) shall render the entire quote unacceptable.

Evaluation shall proceed as follows:

1. Quotes shall be ranked by price, from low to high
2. Quotes shall then be evaluated for technical acceptability beginning with the lowest priced quote
3. This process shall proceed until a technical acceptable quote is identified

THE INDIAN HEALTH SERVICE SHALL NOT CONSIDER YOUR QUOTE FOR AWARD IF YOU FAIL TO MEET THE REQUIREMENTS IN THE STATEMENT OF WORK

CONTRACT AWARD SHALL BE MADE TO THE RESPONSIBLE, RESPONSIVE OFFEROR OFFERING THE LOWEST REASONABLE PRICE AND MEETING ALL TECHNICAL SPECIFICATIONS.

The technical evaluation shall be a determination based on information furnished by the vendor in the submitted proposals. The Government is not responsible for locating or securing any information which is not identified in the offer. The Government reserves the right to make an award without discussions.
