Description
This notice serves as a presolicitation notice/procurement synopsis. This announcement does not constitute a solicitation and proposals are not being requested at this time. United States Special Operations Command (USSOCOM), Special Operations Forces (SOF), Acquisition, Technology and Logistics (AT&L), Directorate of Procurement, intends to solicit for, and award a single Indefinite Delivery Indefinite Quantity (IDIQ) contract for the procurement and sustainment of an open mission system architecture and command and control system (OMSA/C2) for the MQ-1C/ER unmanned aircraft. The Government intends to solicit utilizing full and open competition.
The anticipated contract will provide for the procurement and sustainment of an OMSA/C2 solution with advanced on-aircraft compute, artificial intelligence, machine learning, and dissemination capabilities. The system will be required to provide operators the ability to command and control, collect, analyze, and share information from multiple SOF aviation and ground platforms in an expeditionary form-factor via man-portable Tactical Common Datalinks.
A complete Request for proposal (RFP) package will be available electronically on this website only. Fax, telephone, written, or email requests for the solicitation package will not be honored. Contract award is anticipated for late March 2023. An Indefinite Delivery, Indefinite Quantity (IDIQ) contract is contemplated with a five-year ordering period. Options will be utilized at the task/delivery order level. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award (see https://www.sam.gov/portal/public/SAM).
