Description
The NASA Shared Services Center (NSSC) located at Building 1111 Jerry Hlass Road, Stennis Space Center, Mississippi 39529 has an agency requirement for the procurement of a sole source contract to acquire the iStieCMP Enterprise license from MSM Group, Inc under the authority of FAR 6.302-1. It has been determined that MSM Group, Inc. is the sole provider of iStieCMP Enterprise license.
In accordance with Federal Acquisition Regulation (FAR) Subpart 6.3 -Other Than Full and Open Competition 6.302-1, as authorized in Chapter 41, Section 3304 of the U.S. Code, the NSSC has determined the items required by the agency are available from only one responsible source and no other type of items will satisfy agency requirements, thereby precluding consideration of a product manufactured by another company. The NSSC intends to award a sole-source, firm-fixed price purchase order to MSM Group, Inc located at 22021 Brookpark Rd Ste 123, Cleveland, OH 44126-3100.
The North American Industry Classification Systems (NAICS) code for this activity is 541511 – Custom Computer Programming Services. The Government intends to acquire commercial service items following the policies and procedures of Federal Acquisition Regulation (FAR) Part 12. The proposed contract will have a 5-year period of performance (base and 4 option periods).
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Megan Bang, megan.a.bang@nasa.com, not later than 10:00 a.m. Central Standard Time on May 25, 2022. Oral communications are not acceptable in response to this notice.
Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. No additional solicitation will be issued.
NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf.
