Description
This solicitation is being advertised as a noncompetitive sole source solicitation. As provided under FAR 13.103-1(b)(1), this project will be solicited on a noncompetitive basis because there is only one responsible source capable satisfying the agency’s requirement.
The Bureau of Reclamation, Lower Colorado Basin Hoover Dam has a requirement for a commercial product; Gray Matter Super Trend License. This entails license rights for one year which give LCDO the ability to monitor historical SCADA data and operate, maintain, and troubleshoot all the generators in the Nevada and Arizona Powerplants.
Reclamation intends to award, on a sole source basis, a single award Firm Fixed Price contract to Gray Matter Systems, LLC. Gray Matter Systems is the sole source contractor that is able to provide this product to Hoover Dam on an annual basis. It is imperative to maintain continuity of the services this product provides in order to maintain the Bureau of Reclamation effectiveness.
The NAICS for this action is 513210, Software Publisher, which has a small business size standard of $47 million.
Award is anticipated in September 2023. The resulting contract will be a Single Award Firm Fixed Price contract.
