This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

NOTICE OF SITE VISIT
2.1. A pre-proposal conference will be conducted on Friday June 17, 2022 at 9:00am (EST) for the purposes of briefing on the requirements and answering questions regarding this solicitation. This conference will be held at Langley AFB, Bldg 467 Hampton, VA 23665. Interested Contractors are highly encouraged to attend the site visit. 

2.2. Due to security conditions, all offerors must register to attend this site visit. Email the Visitor Pass information sheet for all attendees to desiree.santos.2@us.af.mil .

2.3. This information must be provided by Thursday June 16, 2022 by 4:00pm (EST), in order to ensure access to the military base.  The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government’s denial of your access to the site visit. This information will be provided to the Base Security Forces who will authorize your entrance to the site.

This combined synopsis/solicitation and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2022-06, effective 26 May 2022 and Defense Federal Acquisition Regulation Supplement (DFARS) Change 4/28/2022, effective 28 April 2022.

This acquisition is 100% set-aside for Small Business Concern.

The North American Industry Classification System (NAICS) code for this project is 561621 Security Systems Services (except Locksmiths), and Product Service Code (PSC) code is 6350. The Size Standard for this NAICS is $25,500,000.00.

Successful installation of IDS, Automated Entry Control System (AECS), internal/external video monitoring systems. All installed systems must meet physical security requirements as outlined by USAF guidelines, JBLE Security Forces requirements and must satisfy the JBLE Authority to Operate (ATO) as set by local policy on JBLE.  The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, except as specified in Paragraph 3.0 as Government Furnished, to install and Intrusion Detection System (IDS) for Sensitive Compartmentalized Information Facility (SCIF).
