Description

The Space Development Agency (SDA) is soliciting executive summaries, invited proposal abstracts, and invited proposals for novel architecture concepts, systems, technologies, and capabilities that enable leap-ahead improvements for future tranches of the currently planned Proliferated Network capability layers, or, that enable new capability layers to address other emerging or evolving warfighter needs.  Please see the attachment for details.  

Although not required, SDA strongly encourages submitting an executive summary in advance of a full proposal to ensure interest and potential funding availability.  SDA releases an updated Broad Agency Announcement (BAA) on an annual basis.  Because SDA strives to always maintain an active BAA with similar focus areas, proposers are discouraged from submitting uninvited full proposals shortly before the BAA proposal due date simply to meet the submission deadline.  They should consider instead submitting an executive summary to the subsequent BAA.

Amendment 1 - 

Under the Space Development Agency (SDA) Systems, Technologies, and Emerging Capabilities (STEC) Broad Agency Announcement, FA240123S0001, posted on SAM.gov on January 17, 2023, SDA is issuing this Call for Proposals seekeing full proposals to perform engineering studies, analyses, and technical trades of a “low-Earth orbit (LEO) backhaul” capability to support high bandwidth data transport via the Proliferated Warfighter Space Architecture (PWSA).  This LEO backhaul capability is intended to provide a resilient path to quickly move broadband data between edge and main networks worldwide. The total capacity for an initial LEO backhaul capability is on the order of 500Gbps, with an overall system latency on the order of under 100 msec. Additionally, space-based backhaul services must be able to support between 100-1,000 terrestrial users at the 2-10 Gbps rate, and support between 20,000-40,000 users at the 100-500 Mbps rate. The Government is interested in options that leverage, to the maximum extent possible, existing or planned commercial, optically-interconnected orbital mesh network and ground infrastructure.  Potential offerors are encouraged to submit proposals by 26 May 2023.  See the attached Call for Proposals for details.

Amendment 2 - Call for Proposals for BMC3 Module Compute Capabilities Concept Studies

Under the Space Development Agency (SDA) Systems, Technologies, and Emerging Capabilities (STEC) Broad Agency Announcement, FA240123S0001, posted on SAM.gov on January 13, 2022, SDA is issuing this Call for Proposals.  With this Call, SDA is soliciting full but concise proposals to perform engineering studies, analyses, and technical trades of a “Battle Management Command, Control, and Communications (BMC3) Adaptable Processor” with different configurations providing specialized space-based high-performance computing capabilities for the Proliferated Warfighter Space Architecture (PWSA) missions deployed through “layers”.  For this Call SDA is soliciting Full Proposals only.  SDA strongly encourages proposal submissions be received NLT 5:00pm Eastern on Friday, 28 July 2023. Proposals submitted to this Call that are received after the above deadline may be reviewed at the sole discretion of the Government.

Note that the proposal instructions have been modified for proposals submitted in response to this Call only.  Please see the attachments entitled "STEC Call for Proposals - BMC3 Module Compute Concept Capabilities" and "T2 BMC Call BAA Section V.B.3 Volume 1, Section 2 - Updated Proposal Instructions" for additional details.

Amendment 3 - 

To receive the T2 BMC3 Study Design and Interface Description referenced in the Amendment 2 - Call for Proposals above please please send an email to osd.pentagon.ousd-r-e.mbx.FA240123S0001@mail.mil with the subject line “SDA BMC3 DOCUMENT REQUEST.”  Include your organization’s CAGE code and location in your request. Requests received from organizations that do not possess a facility clearance of at least Secret will be evaluated on a case-by-case basis. SDA will endeavor to respond to all requests in the order that they are received and within one business day of receipt.  Please note that the Interface Description is the same document associated with SDA-SN-23-0014.  You do not have to request twice.
