Description

This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10 and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.302-1(d).

The United States Special Operations Command (USSOCOM), Technology Applications Contracting Office (TAKO) anticipates contracting without providing for full and open competition under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to provide Life Cycle Contractor Support to sustain peculiar and closed loop systems installed on Army Special Operations Aviation Command aircraft.

The Government does not possess and cannot furnish the specifications and drawings necessary to permit full and open competition.

Interested persons may identify their interest and capability to respond to the requirement or submit proposals.  Any interested source must address how it will meet the system specifications without substantial duplication of cost and schedule.  The Government will consider all capabilities statements or proposals received within the closing date set in this sources sought. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

All interested, capable, and responsible sources that would like to respond to this sources sought are encouraged to provide a statement of interest along with supporting documentation to Ruth Christopher, Contracting Officer at ruth.christopher.civ@socom.mil and Carrie Dudley, Contracting Officer at carrie.e.dudley.civ@socom.mil, no later than 10:00 am Eastern Time on 26 April 2024.  The release date of the solicitation is currently estimated to occur during fall 2024.  The anticipated period of performance for this action is one five-year period of performance from January 2028 through December 2032.
