Description

The Commodity Futures Trading Commission (CFTC) intends to procure licensed access to Infopro Digital Services Limited’s, "Risk.net" on a sole source basis.  The anticipated contract will have a base period of one (1) year and two (2) one (1) year optional periods for a total period of performance of three (3) years.  In carrying out the agency’s mission, CFTC requires access to real-time, in-depth news, information and data. Specifically, Risk.net provides detailed intelligence and analysis on risk management, derivatives, commodities and regulations to allow users to make better, more informed decisions. There is no known alternative source that provides the daily analysis on the various areas of risk management (such as operational risk, legal risk, risk culture and governance, market risk, credit risk, liquidity risk, counterparty risk, risk transfer, risk modelling, valuation and prudential regulation), coverage of the derivatives market (over the following: interest rate, credit, foreign exchange and structured products asset classes) and the implications of regulation (key topics included are prudential regulation, macroprudential regulation and market regulation)required by CFTC which is available through the identified Infopro Digital Services product.  A subscription to the Risk.net will provide the necessary information, data and analytics to support CFTC’s mission of market regulation. The Government intends to procure this requirement under 41 U.S.C. §3304 (a)(1) and FAR 13.106-1(b)(1)(i) which states "the circumstances of the contract action deem only one source reasonably available."   The identified vendor is the sole provider of the information and data required by CFTC.  Therefore, this vendor is the only responsible source identified as reasonably available that will satisfy the agency requirements. 

THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS and a solicitation will not be issued.  However, the Government will consider responses from all responsible sources received by the date and time identified above.  Written responses must include sufficient information to establish capability to fulfill the requirement.  Oral communications are not acceptable in response to this notice.  Any responses received will only be considered for the purposes of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of the CFTC.
