Description

The purpose of this synopsis is to provide notice of Naval Information Warfare Center (NIWC) Atlantic's
intent to award a Firm-Fixed-Price purchase order on a noncompetitive basis to Avaya Federal Solutions,
Inc. for onboard installation support including equipment verifications, equipment testing, programming
and configuration of system components. The Government intends to negotiate solely with Avaya Federal
Solutions, Inc. under the authority of FAR 13.106-1(b). Due to proprietary rights, Avaya or an explicitly
authorized Avaya service provider is the only provider with the expertise to properly install and program
the equipment. In addition, some equipment is still under Avaya's, the OEM, warranty and Avaya must be
present in order to work with this equipment. The OEM warranty can potentially be voided if a company
outside of Avaya attempts to work on this equipment. The NAICS Code is 541519 and the Small Business
Size Standard is $34,000,000.

This notice is not a request for competitive quotes; however, any responsible source believing that it can
fulfill the requirement may submit a capability statement, proposal, or quotation. Responses to the pre-
solicitation notice can be submitted via the NAVWAR E-Commerce website at NAVWAR E-Commerce
Central (navy.mil) by Thursday, July 20, 2023. Questions concerning this notice should be directed to the
Contract Specialist, Teaira Hawley at teaira.l.hawley.civ@us.navy.mil. All responses received by Thursday,
July 20, 2023 will be considered by the Government for the purpose of determining whether to conduct a
competitive procurement. A determination by the Government not to compete the proposed purchase
order based upon responses to this notice is solely within the discretion of the Government.
