Description

This is a combined synopsis/solicitation for commercial items the solicitation number for this procurement is N001174-22-SIMACQ-21-R3-0011 and this is a Request For Quotation (RFQ).  The anticipated award will be a Firm Fixed Price Contract, the award will be made based on the lowest price. PERFORMANCE BASED STATEMENT OF WORK

For

Film Processor (GEIT NDT Si) Maintenance

1 DEC 2021

INTRODUCTION

Naval Surface Warfare Center, Indian Head Division (NSWC IHD) uses automatic film processing equipment manufactured by GE Inspection Technologies for processing industrial film. NSWC IHD Nondestructive Evaluation Branch has a requirement for preventive maintenance, unscheduled service and repair parts as needed to maintain two (2) GEIT NDT Si model film processors and automatic film feeders. One (1) processor is located in Building 731, Bay 7 control room/dark room; and one (1) processor is located in Building 1140 X-Ray Complex control room/dark room of Building 1718.

  1. SCOPE

The Contractor shall provide preventive maintenance in accordance with maintenance checklist, provide unscheduled services for two (2) film processors and replacements parts to make repairs as needed. It is critical that the film processors be repaired or serviced, as required, to prevent program work stoppage.

  1. REQUIREMENTS

2.1 Preventive Maintenance

The Contractor shall be trained and certified to work on the equipment and provide on-site inspection, cleaning and adjustment, as required per the manufacturer’s (GEIT) recommendations of equipment located at NSWC IHD every three (3) months for a total of four (4) times a year. The Contractor shall maintain both film processing equipment and automatic film feeders associated with the GEIT NDT Si. The Contractor shall follow the maintenance checklist of STRUCTURIX NDT S i Type 5320 / 350.

    1. Unscheduled Services

The Contractor shall provide on-site problem solving and equipment repairs for any and all equipment malfunctions or complete system breakdowns. The Contractor shall perform up to four (4) service calls on-site within forty-eight (48) hours after notification.

           2.3 Parts

The Contractor shall provide all parts necessary for maintenance, replacement or repair.  

  1. SCHEDULE OF MAINTENANCE

The Contractor shall schedule and perform preventative maintenance four (4) times a year in the designated months of July, October, January and April each year.

The government requires that the preventive services be scheduled for the same site visit to accommodate production workload, although equipment is located at two (2) separate buildings.

  1. DELIVERABLES

The Contractor shall provide a Technical Report of the preventative maintenance, Unscheduled Services and list all replacement or repaired parts performed each visit per machine. (A001)

  1. SECURITY REQUIREMENTS

The contractor shall coordinate base access in advance of scheduled maintenance and immediately upon acknowledgement of an Unscheduled Service with the Technical Point of Contact.

  1. PLACE OF PERFORMANCE

The Contractor shall perform all services at NSWC Indian Head campus at the designated locations of GEIT NDT Si Type 5320 Serial No.     & 350 Serial No. ____.

  1. PERIOD OF PERFORMANCE

The Period of Performance will be twelve months from date of contract award, and two option year periods for the government’s award discretion.
