Description

The Malheur National Forest intends to acquire by contract the replacement of an existing handpump delivery system with a solar pump at the Delintment Lake Campground located within the Emigrant Creek Ranger District. This contract includes but is not limited to the  removal and disposal of existing handpump from well casing, replacing the handpump with a new solar pump, installing solar panels and pole (including electrical wiring), preparing pad for placement of prefab concrete building, placing concrete prefab building on prepared gravel pad, installing two 300 gallon water holding tanks in building, plumbing the well to the water tanks and installing electrical solar panels to the building.

Work is anticipated to start May 1st, 2025. All work, including punch list items, site cleanup, and de-mobilization, shall be completed prior to September 30th, 2025. The contractor shall provide all management, labor, tools, equipment, supplies and incidentals necessary to ensure the work is performed in accordance with the solicitation requirements. The contractor is responsible for maintaining all applicable licenses and obtaining any necessary permits for this project.

The project is located at the Delintment Lake Campground and is located within the Emigrant Creek Ranger District. This acquisition is a 100% Small Business set-aside. The applicable NAICS code is 237110- Water and Sewer Line and Related Structures Construction. The corresponding size standard is $45 million. Offerors will be evaluated on technical capability (experience), past performance, technical approach, capacity to accomplish work on time and price. The Contract will be awarded to the offeror whose submittal, in compliance with the solicitation, is the best value to the Government. The Government total estimated value is between $100,000 and $250,000.

All responsible sources may submit an offer which will be considered by the government.  Prospective contractors must be registered in the System for Award Management (SAM) prior to award of a contract.  Lack of registration in the SAM Database will render an offeror ineligible for award.  Offerors may obtain information on registration and annual confirmation requirements via the internet at: https://www.sam.gov/.  A solicitation for this project will be posted to this website on or around September 4, 2024 with offers due around September 18, 2024.
