The United States General Services Administration (GSA), Public Buildings Service (PBS), for the Northwest/Arctic Region (Region 10) will be soliciting for Design-Build Services for the U.S. Customs and Border Protection, Land Port of Entry Pacific Highway Lane Expansion Project, located at 9901 Pacific Highway, Blaine, Washington, 98230. This is a Pre-Solicitation Notice from the GSA Region 10 Capital Project Delivery Team.  The Contracting Officer is requesting information for all concerns to include Small Business and Large Business concerns to provide a comprehensive market research determination for acquisition strategy. Please review the attached Presolicitation notice for specific detail on submission.  The Contracting Officer has provided a Link for interested vendors to submit their responses to questions listed in the attachment.  

Please note: the CMa/CX services will be solicited first, in Summer of 2022. The Contracting Officer will utilize an existing GSA contract vehicle for services required.  A separate notice will be sent for those services.  This is inclusive of the Design Build contract only. 

The GSA/PBS Region 10 Project Delivery Team anticipates solicitation of the subject project to begin with the Construction Management Services (CMa/CxA) in Summer of 2022 with an anticipated award of September 2022. The GSA Project Delivery Team will commence solicitation of the Design-Build Solicitation in October 2022 with an early spring award in 2023. This timeframe considers qualified vendor preparation in notifying potential A-E subconsultants and subcontractors, the pre-proposal conference site visits, pre-proposal questions and answers, solicitation amendments, submission and evaluation of proposals, negotiation and review.

The contracting officer encourages all firms, Small and Large Business firms to submit their interest via the survey to ensure the best determination for acquisition strategy.  The contracting officer will review JV relationships that are qualified and can meet the limitations in subcontracting under the assigned NAICS code.
