Description

Amendment 0001:

The purpose of Amendment 0001 is to extend the RFQ response date and time to 10 March 2022 at 1400 EST. Please see Attachment “Combined Synopsis and Solicitation N66604-22-Q-0146 Amendment 0001”. All other RFQ terms and conditions remain unchanged.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award an indefinite-delivery/indefinite-quantity (ID/IQ) contract with firm-fixed-priced (FFP) provisions on a sole source basis to Mayflower Communications Company, Inc. for delivery, repair, and upgrade of the Global Positioning System (GPS) Anti-Jam (AJ) Antenna Electronics (AEs) Modules. This RFQ is solicited as unrestricted, as concurred with by the Naval Undersea Warfare Center Division Newport, RI (NUWCDIVNPT) Office of Small Business Programs (OSBP) and the Small Business Administration (SBA) Procurement Center Representative (PCR).

This requirement constitutes a sole source award in accordance with 41 U.S.C. 1901, as implemented in Federal

Acquisition Regulation (FAR) 13.501(a)(1)(ii): Only one responsible source and no other type of supplies or services will satisfy agency requirements. NUWCDIVNPT Code 34 has a requirement to sustain OE-538/BRC Multifunction Masts (MFMs) for the U.S. Fleet through inspection, repair, and replacement of AEs. The AEs are sub-components of the OE-538/BRC MFM. The AE and its components are proprietary to Mayflower. Therefore, Mayflower is the only source that can manufacture and deliver the required AEs and that possesses the knowledge and expertise required to repair and upgrade failed units.

This notice is not a request for competitive quotes. All responsible sources may submit a capability statement which will be considered by the Government. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
