(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance
with the format in Subpart 12.6, as supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be
issued.
(ii) Solicitation Number: F1S3AP3208AW02
This solicitation is issued as a Request for Quote (RFQ).
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 2023-04 and DPN Change 08/17/2023 and DAFAC 2023-0707.
(iv) THIS REQUIREMENT WILL BE: TOTAL SMALL BUSINESS SET ASIDE. The North American Industry Classification
System (NAICS) number for this acquisition is 333310 with a size standard of 1000 people.

CLIN 0001 – Refurbishment of current wash rack/bay equipment (itemized per equipment with associated pricing)
CLIN 0002 – Cleaning of ground water drainage system and drainpipe (breakdown of estimated labor hours with
associated cost per hour)
CLIN 0003 – Replacement of two industrial vacuum cleaners (itemized per equipment with associated pricing)
CLIN 0004 – Installation of undercarriage wash system (itemized per equipment with associated pricing)
CLIN 0005 – Labor for CLIN 0001, 0003 and 0004 (breakdown of estimated labor hours with associated cost per
hour)
CLIN 0006 – Travel, Lodging & Per Diem (itemized per subject, per day, with associated pricing)
CLIN 0007 – Additional costs
The Air Force Test Center (AFTC), Edwards Air Force Base (EAFB), CA has a requirement for the repair of wash
rack/bay equipment, drain clearance and addition of an undercarriage wash system will enable 412 LRS/LGRDDO
meet AFI requirements for cleanliness and rust prevention of government vehicles.
(vii) Estimated Delivery/Completion: 120 DARO, FOB: Destination Edwards AFB, CA
(viii) The provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to

(xv) Proposal Submission Information:
(a) Site Visit Attendance Requests are due by 08 Sep 2023, 12:00 Pacific Standard Time (PST); because of
the specifications of this project, attendance at the site visit is mandatory for vendors who expect to submit
a quote. Advance notification of intent to attend is required by specified date. Please send interest with the
following information:
(1) first and last name as it appears on their identification card
(2) drivers license number, with expiration date and the state of issuance
(3) last four of the social security number
(4) country of citizenship
(5) contact number and email to receive Site Visit instructions
(b) The Site Visit, at the contractor’s expense, will be on 12 Sep 2023; 12:00 PST
(c) Questions are due by 14 Sep 2023, 12:00 PST
(d) Offers are due by 19 Sep 2023 at 1200 Pacific Savings Time (PST). Offers must be sent to Dustin
