Description
A revised Solicitation Amendment #1 is included and replaces in its entirety the original solicitation.
DOE anticipates making an award from this solicitation for the testing and fabrication of a FORTID 8-Axle Railcar Prototype, to conduct railcar testing required by AAR S-2043, and to receive railcar approval to operate the Fortis railcar from the AAR-EEC. The AAR EEC-approved1 design for the Fortis railcar will be provided to the prospective offerors by DOE as part of the RFP, along with
the associated documentation. Offerors will be responsible for procuring S-2043 fabrication and testing documentation from AAR.
The Fortis railcar prototype must comply with AAR’s Manual of Standards and Recommended Practices, including AAR S-2043. To verify the most current version of the Manuals or purchase the Manuals, use the AAR website https://aarpublications.com. Each Fortis railcar is expected to carry one SNF transport cask at a time. The lifetime of a Fortis railcar is assumed to be 50 years. It is anticipated that the operating train consist for transporting SNF or HLW will be comprised of two locomotives, two buffer railcars, one to seven cask-carrying railcar(s), and one escort railcar.
This contract’s PWS only includes activities to fabricate and test the AAR S-2043-compliant Fortis railcar design. DOE does not plan to develop any new locomotives and expects the railcars to be transportable by standard freight locomotives. Refer to attached Solicitation, Section L for further Instructions, Conditions, and Notices to Bidders.
