Description
Proposals from certified Small Business Concerns only will be accepted for the Great Smoky Mountains National Park Project TN NP GRSM 10N(3),19(1),107(1); Solicitation Number 693C73-23-R-000019; located in Swain County, North Carolina and Sevier County, Tennessee. The project consists of work for each schedule as follows:
Schedule A – Lakeview Drive East (Swain County, NC). Work includes performing full depth reclamation with cement stabilization and constructing asphalt concrete pavement of 6.41 miles of Lakeview Drive East and associated parking areas and pullouts.
Schedule B – Newfound Gap Road (Sevier County, TN). Work includes asphalt concrete pavement milling and overlay of 3.05 miles of Newfound Gap Road, River Road, Gatlinburg Bypass Road, Interchange Ramps, and associated parking areas and pullouts. Work also includes reconstructing 0.97 miles of Sugarlands (Park) Headquarters Road, Two Mile Branch Road, and associated parking areas and pullouts.
Schedule C - Heintooga Ridge Road (Swain County, NC). Work includes placing a thin lift asphalt concrete pavement on 6.13 miles of Heintooga Ridge Road, Balsam Mountain Campground Roads, and associated parking areas and pullouts.
Work at all three sites also includes asphalt concrete pavement patching, repointing stone masonry joints, replacing steel-backed timber guardrail, removing and resetting stone curb, cleaning and repairing drainage structures, reconditioning ditches and shoulders, replacing signs, placing permanent pavement markings, performing concrete deck repairs, placing new concrete deck overlay, and other miscellaneous work.
The project will be split into multiple work schedules/contract options, with the cost of the entire project expected to fall within the price range of $25,000,000 to $35,000,000.
Request for Proposal documents should be issued on or about February 22, 2023. The proposal due date and location will be specified on the SF 1442, Block 13a of the Solicitation.
Offerors will be required to submit qualifications related to their experience in projects of similar complexity and magnitude in the type of work included in the description. The Solicitation will include further information on these requirements.

Annual Representations and Certifications FAR 52.204-8 (DEC 2022). The Representations and Certifications must be completed online at www.sam.gov. The required annual Form VETS-4212 must also be completed online at http://www.dol.gov/vets/vets4212.htm per FAR 52.222-37.

IMPORTANT PAYMENT REQUIREMENT
In accordance with Federal Acquisition Regulation (FAR) Subpart part 4.1102, prospective contractors shall be registered in the System for Award Management (SAM) database at the time an offer is submitted. Also, FAR clause 52.232-33 requires SAM registration for payment. SAM registration is available online at the following Internet web address: www.sam.gov.

This solicitation is a Request for Proposal (RFP). Therefore, there will not be a public bid opening and proposals are not available for review.
