Description
Purpose: The Army Contracting Command (ACC) New Jersey, Picatinny Arsenal, NJ 07806-5000 is conducting a Market Survey on behalf of the Joint Program Manager Office Towed Artillery Systems (JPMO-TAS) to identify potential sources capable of manufacturing the M776 155mm cannon tube.
Description: This Sources Sought is for planning purposes only and shall not be construed as a solicitation or an obligation on the part of the US Government. Responses are not restricted to United States based companies. Non-US are encouraged to respond to this Sources Sought.
All interested vendors are requested to provide a written response summarizing the following information:
- A general describing of the vendor’s past performance, total capability and current available capacity to manufacture rifled, 155mm, artillery cannon tubes.
- A description of the vendor’s existing facilities, equipment, personnel and an outline of their cannon production process.
- To include, but not limited to, manufacturing square footage, available cranes & capacities, infrastructure age, number of personnel & their average age/years of service, familiarity with working with heat treated alloy steel.
- A description of the vendor’s cannon tube source material grade, vendor(s) and processing (i.e. steel making, forging/preforms, guide bore, heat treat…etc).
- A description of the vendor's bore and outside diameter cold working capabilities.
- A description of the vendor’s turning, boring and milling capabilities along with the size capacity or each (length, weight, outer/inner diameters).
- A description of the vendor’s rifling capabilities to include a general description of the rifling configuration (i.e. number of lands, grooves & twist).
- A description of the vendor’s bore coating capabilities.
- A description of the vendor’s OD protective coating and painting capabilities.
- A description of the vendor’s quality system, to include, but not limited to, the type and quantity of Non Destructive Testing Equipment, measuring inspection equipment, and number of inspectors.
- A list of the standards that the vendor is certified to, or adheres to.
- A description of the vendor’s proof firing process.
Vendors are encouraged to submit summaries of their current cannon manufacturing capabilities even if they are not fully capable of manufacturing the M776 at this time. The US Government recognizes that proprietary and/or classified data may be a part of this effort. If so, vendors should clearly mark such restricted/proprietary and classified data and present them as an addendum to the nonrestricted/non-proprietary and unclassified information. Participation in this Sources Sought is completely voluntary by the vendor and as such all costs to develop the vendor’s response are to be borne by the participating vendor.
