Description
April 17, 2024: The Draft HEROES Program Solicitation is archived. See the final soliciation, ARPA-H-SOL-24-01 posted on 4/17/2024.
March 25, 2024: Amendment 01 to the Draft HEROES Program Soliciation.
The purpose of Amendment 01 to the draft HEROES Program Solicitation is to: 1) denote that ARPA-H intends to include all four health outcomes in the final solicitation; 2) revise Table 1, specifically the population size of the target geography for Maternal Health and Alcohol Related Health Harms; 3) update the evaluation criteria stated in Section 5.0; 4) correct an error within Table 4 as noted in the Q&A (rev 1) dated February 16, 2024 posted to SAM.gov; and 5) make minor administrative updates throughout the document. Please see the accompanying power point slides which highlight the key changes made within Amendment 01.
Please note this is NOT the final HEROES Program Solicitation. Amendment 01 is NOT an invitiation for abstracts and/or proposals. No responses are to be provided to Amendment 01 of the HEROES Draft Program Solicitation. Any such response will be disregarded.
The Government is anticipating posting the Final HEROES Program Solicitation in mid April. At that time, Amendment 01 will be archived within SAM.gov.

This is a draft solicitation for the HEealth care Rewards to Achieve Improved OutcomES (HEROES) Program. The draft will be available for comment and feedback through February 20, 2024. ARPA-H's intent is to post a final program solicitation after such time. Questions and comments are highly encouraged and should be directed to HEROES@arpa-h.gov. This is not an invitation for abstracts and/or proposals. Any such response will be disregarded. ARPA-H will not comment or provide feedback on questions related to proposed technical approaches.
Under the HEROES program, public health entities and collaborators will have the opportunity to improve the health status of their communities for specific patient populations as the program evaluates a new payment model that incentivizes community-based interventions to improve health outcomes across a fixed geography. These solutions will investigate a new regionally focused outcomes-based financing approach for the healthcare industry, which rewards only positive health outcomes and reduces the health care burden on patients, providers, and the economy.
ARPA-H encourages feedback on this draft solicitation and will be utilizing this process to gauge interest in the four health outcomes outlined in the solicitation. Note that only two health outcomes will be included in the final solicitation. See attached Program Solicitation.
