2 November 2022 Update: Mandatory Site Visit Sign In Sheet added to Attachments.

Solicitation N0042123Q0028 is issued as a combined synopsis/solicitation. The Government under the Simplified Acquisition Procedures (SAP) FAR Part 13 intends to purchase on a firm fixed-price basis, and to solicit and award the proposed purchase order based on total cost of materials and installation.

Offerors must be currently registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at http://www.sam.gov.

This procurement is a total set-aside for small business under the authority of FAR Part 52.219-6.

Your quote must contain enough technical information to evaluate your quote. Your quote will only be evaluated on the information you provide.

Delivery Date/POP Date: 120 Days from contract award

MANDATORY SITE VISIT:

A site visit is required for this solicitation to be eligible for award. The contractor shall visit the project site; collect required data about existing structures, surroundings, appurtenance and all items that will be affected by this project or related to this project; and verify existing conditions. The contractor shall be responsible for the verification of the actual site condition and the accuracy of this information to ensure adequacy of the design and successful construction. Offerors must attend the mandatory site visit to be eligible to receive award.

The site visit is scheduled for Wednesday, 02 November 2022 at 1:30 PM EST at Patuxent Naval Air Station Patuxent River, MD Hanger 201.

Offerors must contact Jill Gaskin, jill.l.gaskin.civ@us.navy.mil, to provide notice of attendance by 3:00 PM EST on Tuesday, 01 November 2022.

After the site visit on 02 November 2022, any Request for Information (RFI) questions must be sent to Michael Woods,  michael.d.woods102.civ@us.navy.mil, by 3:00 PM EST on 04 November 2022.

Quotes will be due 10 November 2022 by 5:00 PM EST.

Offerors must complete the attached certification in Section K of this solicitation, 52.204-26, Covered Telecommunications Equipment Or Services—Representation and 52.209-11, Representation by Corporations Regarding Delinquent Tax Liability or a Felony Conviction under any Federal Law. Please provide the completed certification with your offer.
