Description
This pre-solicitation announcement is not a solicitation document, but a pre-notice of an upcoming solicitation. Full solicitation 140P4523Q0052, posted under the title: EDIS - CONSERVATION OF HISTORIC STAINED GLASS CEILING IN THE EXEDRA AT GLENMONT will be issued electronically and can be found by searching for the solicitation at SAM.gov Government Portal website on or about August 11, 2023.
The Department of the Interior, The National Park Service NY MABO intends to issue a solicitation for a contractor to provide all labor, personnel, equipment, tools and supplies, materials necessary to conserve a 4 ft. by 6 ft stained glass dome skylight, all glass-panels associated with the skylight and the wrought-iron frame and associated wood sash. Possible tasks shall include cleaning of glass and ferrous bars, crack repair, stabilize corrosion of ferrous vars and possibly bend back into correct shape, stabilize weakened cames, resecure glass to sash, wood sash repair, removal and reapplication of glazing cement, and all other tasks as specified within the Statement of Work. The stained-glass skylight will be moved to Morristown Nat¿l Historical Park, all work is expected to occur within a Facility Maintenance Bldg there in Morristown, NJ.
The entire solicitation package, with all attached documents, will be available in Adobe PDF formats through SAM.gov. PAPER COPIES OF THIS SOLICITATION WILL NOT BE MADE AVAILABLE. Specific instructions on submitting your proposal will be contained in the solicitation documents to be issued. Contract performance duration is approximately 180 days.
In accordance with FAR 36.204, the magnitude of this contract is between $25,000 and $100,000. Award to be made on a Tradeoff evaluation process providing the best trade-offs to the government. The resulting contract will be firm-fixed price. In addition to price, the government will evaluate other factors, such as experience and past performance in successfully completing similar extensive historic stained-glass, medium-size glasswork conservation efforts.
This solicitation is restricted to Total Small-Business contractors in accordance with Federal Acquisition Regulation (FAR) 6.207 ¿ Set-asides for women-owned small business concerns eligible under the WOSB Program.
The RFQ will be set-aside for 100% women-owned small-businesses under NAICS Code 712120 ¿ Historical Sites ($13.0M). This procurement is subject to Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. Search by referencing solicitation number 140P4523Q0052.
The successful offeror must be registered in the System for Award Management (SAM) as a women-owned small-business and have current online Representations and Certifications confirming this.
