Description
The U.S. Army Corps of Engineers (USACE), Pittsburgh District, has a need for a Requirements contract for Buildings and Grounds Maintenance Services at Kinzua Dam and Allegheny Reservoir. The Kinzua Dam and Allegheny Reservoir is located in Warren County, PA, on the Allegheny River, approximately 6 miles upstream from the city of Warren PA. Recreational facilities owned and operated by the U.S. Army Corps of Engineers at Kinzua Dam are Big Bend Overlook, Big Bend Outflow, and Tailwater Access Areas. Recreational activities at these sites include sightseeing, boat launching, fishing, and areas for cookouts. A playground, three nature trails, and a seasonally operated Visitor Center are also available for public use.
The Contractor shall furnish all necessary management, personnel, materials, supplies, tools, equipment, fuel, and vehicles as required to perform mowing, cleaning, janitorial, and other maintenance services in accordance with procedures established in the Performance Work Statement which will be provided with the solicitation.
The NAICS code for this acquisition is 561730, Landscaping Services, and the small business size standard is $8,000,000. The proposed period of performance will be a base year from the Date of Award - 31 January 2023 with four (4), one (1) year option periods. The government is planning a virtual pre-quote meeting for 10 December 2021 at 09:00 AM to review the requirement; including the solicitation, performance work statement and Service Contract Act. That meeting will be followed up by an on-site tour of Kinzua on 14 December 2021 at 10:00 AM ET. In the event of inclement weather such as rain, snow, or other emergencies, the date of the on-site tour will be scheduled upon COR determination. Reservations and compliance with COVID 19 protocols, including mask-wearing and social distancing are required. Contractors are expected to inspect the site where services are to be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable.
