Description

The Minneapolis VAMC requires police training facility services in accordance with the Statement of Work (SOW), see below. This is a sources sought/proof of capability solicitation looking for Service-Disabled Veteran Owned Small Business vendors and Veteran Owned Small Business vendors to perform the services per the SOW for market research purposes. No awards of a contract will be made from this announcement. If you are a vendor that can complete the work described in the SOW with competitive pricing, please send your information with a description of proof of capability to: Jeffrey.Brown8@va.gov on or before 5:00 PM Central Time, June 3rd, 2022. * VAAR Provision, 852.219-77 VA Notice of Limitations on Subcontracting Certificate of Compliance for Services and Construction, will apply to the potential solicitation if set-aside for Veteran Owned Small-Businesses. * Statement of Work General Requirements A. GENERAL INFORMATION Scope: The contractor shall provide services to include MILO, a shoot-no shoot 3D screen with room to train and access to all firearms ranges, defensive tactical room, large and small classrooms, firearms simulator, and tactical use of the fire tower. Background: Minneapolis VA Police Officers are mandated by the Department of Veterans Affairs to qualify in continuing education essential to an effective police operation and the retention of Officer Certification Law Enforcement authority. Annual law enforcement training is specialized and requires enhanced facilities provided by the nearest contractor to alleviate travel time for VA Police Personnel. Performance Period: Base and four (4) option years. Type of Contract: Firm-Fixed-Price B. GENERAL REQUIREMENTS The contractor shall provide full use of Training Facilities and access to all firearms ranges, defensive tactical room, large and small classrooms, firearms simulator, and tactical use of the fire tower (coordinated by VA Police staff). All materials used as part of facility usage will be provided to the VA Police Department, as requested in advanced reservations coordinated through the facility Coordinator. Any issues found must be resolved prior to the agreed date. Contractor will accept the VA Police Department Firearms Instructors as the sole instructors for the VA Police Officers at their facility. All portions of instruction will be sanctioned by and shall be operated and instructed by certified VA Police Instructors, who shall be allowed to schedule use of the facility based on availability. Contractor must be able to schedule multiple classes over a weeks time to accommodate the entire VA Police Department. Contractor/facility must have the scheduling availability at short notice to schedule a training session needed due to unforeseen circumstances. The contractor will provide full use of all available contractor owned training equipment by certified VA Police Instructors. Contractor owned equipment will be used to facilitate the presentation provided by VA Police Instructors. The contractor shall designate a primary and alternate point of contact by name and phone numbers who will function as Coordinator and problem solver should issues arise. The contractor shall maintain adequate resources necessary to ensure an alternate time/date for any reservations of facility by VA Police Instructors should any issues cause cancellation of delivery or reserved usage by VA Police Department at no additional cost to VA Police Department. C. CONTRACT ADMINISTRATION Communication: Day to day communication between VA Police Department and the contractor occur between the VA designated Contracting Officer Representative (COR) and the contractor's identified primary or alternate point of contact. Problems unresolved at this level will be referred to the VA Contracting Officer (CO) and the contractor's designated corporate officer. Payment: The contractor will submit an itemized invoice via Tungsten, Invoice Payment Processing System each month upon completion of the requested service. D. SPECIAL GOVERNMENT RESPONSIBILITIES VA Police Department staff will provide guidance on the reservation of specific training space and equipment provided by the contractor through the facility Coordinator.
