Notice of Intent to Acquire Using Other than Full and Open Competition

The Transportation Security Administration (TSA), Contracting and Procurement (C&P), and Acquisition Program Management (APM) intends to contract using other than full and open competition to provide Original Equipment Manufacturer (OEM) specific system life cycle support for its fleet of passenger and checked baggage proprietary screening technologies deployed in the field. Accordingly, the TSA intends to award a single award Indefinite Delivery Indefinite Quantity (IDIQ) contract to the following original equipment manufacturers (OEM):

• Analogic Corporation, 8 Centennial Dr., Peabody, Massachusetts 01960-7902
• CEIA USA Ltd., 6336 Hudson Crossing Pkwy, Hudson, Ohio 44236-4306
• Desko GMBH, GOTTLIEB-KEIM-STR. 56, Bayreuth, Bayern 95448, Germany

This contract will address requirements of the Acquisition Program Management (APM) OEM specific system life cycle support to fulfill current mission needs. 

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals, within 15 days of posting this Notice of Intent. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
