DLA LOGISTICS SUSQUEHANNA, PA JANITORIAL SERVICES

Notice Type: Request for Information (RFI)

Summary: Request for Information regarding the acquisition of Janitorial Services at DLA Distribution Susquehanna, PA (DDSP) located in New Cumberland, PA 17013.  

Purpose: The purpose of this RFI is to conduct Market Research focused on identifying cost/price drivers and best commercial practices of 8(a) firms who are currently or have recently performed janitorial services for the Government and Commercial customers.

Target Audience: 8(a) Firms and businesses are invited to respond to this RFI.

This RFI does not commit the Government to contract for any service or supply. Respondents are advised that the U.S. Government will not pay for any information or administrative costs incurred in responding to this RFI.

Description: The general scope of DLA’s janitorial requirements includes providing all management, tools, supplies, vehicles, transportation, equipment, labor, and applicable licenses, permits, and/or certificates necessary to perform custodial services in approximately seventy-five (75) buildings at the DLA Distribution Depot Susquehanna Pennsylvania, located in New Cumberland, PA.  The buildings consist of large warehouse spaces, carpeted and uncarpeted office spaces, as well as some smaller carpeted and uncarpeted standalone structures.

Services shall be performed in accordance with standard commercial cleaning practices. Cleaning services provided shall include a full range of janitorial care. This is inclusive of, but not limited to, the following: vacuuming, sweeping, mopping, trash removal, emptying and cleaning public ash trays/urns, washing interior/exterior windows, dusting, disinfecting, descaling, shampooing carpet, scrubbing and/or stripping and waxing floors, cleaning water fountains, cleaning mirrors and glass, cleaning entryways and mats, cleaning stairways, spot cleaning, metal polishing (i.e., examples include, but are not limited to, water fountains, faucet fixtures), stocking supplies in restrooms and break areas, sanitizing restrooms, and removing cob webs.

Concept: DLA’s goal is to identify price savings and to structure future DDSP janitorial contracts to better align with standard commercial practices. As a result, DLA is exploring the possibility of establishing a single award indefinite delivery, indefinite quantity (ID/IQ) contract vehicle for the performance of DDSP janitorial services. DLA would then issue Government task orders against this ID/IQ contract considering commercial pricing drivers such as the amount of cleaning square footage, occupancy levels, labor, materials, consumables, maintaining staffing levels etc.

Requested Information: Considering the information presented above, respondents should detail how their current or previous experience can aid the Government in identifying, providing methods, policies, or commercial procedures for removing or reducing price/cost drivers impacting the price of janitorial services.

Responses: Responses to this RFI are to be submitted by completing Attachment 1- RFI Questionnaire and sending it via e-mail to edward.ruud@dla.mil. to be RECEIVED by COB February 1, 2022. The Acquisition Specialist will provide confirmation of response submission, but respondent will not receive individualized feedback.  Responses must include a completed Attachment 1- Request for Information not to exceed 500 characters per question or 10 single-sided pages in total including all attachments, charts, etc. (single space, 12-point font minimum) that clearly responds to the questions included in the attachment.  Brevity and structure are encouraged whenever applicable to aid in processing. All proprietary information should be marked as such. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received that is marked Proprietary will be handled accordingly. Please be advised that all submissions become Government property and will not be returned. All government and contractor personal reviewing RFI responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is not properly identified.
