Description

This Special notice is to publish the Justification for Other Than Full and Open Competition for In-Frame Engine Rebuild services for Plumas National Forest Engine #6058.

Synopsis:

USDA Forest Service Procurement & Property Service CSA #2 intends to award a sole source procurement to complete an in-frame rebuild of a 2012 International Model 7400 SBA 4x2. Work includes providing parts, including cylinder head, EGR cooler, exhaust manifold kit, cam shaft, front cover seal kit, oil, thermostat, seals, gaskets, injectors, breather kit, fluids & miscellaneous other parts needed for repair. Labor includes complete diagnosis of excessive oil consumption, complete in-frame rebuild (cylinder head, EGR cooler, injectors & components for repair). 

The NAICS code is 811111 with size standard of $9M. 

The Government intends to award as a sole source procurement under the authority of FAR part 6.302-2 (Unusual and compelling urgency). This notice of intent is not a request for competitive quotes. Interested parties may contact the Contracting Officer listed below by August 31, 2023, at 1:00 PM PT. Responses received will be evaluated; however, any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Determination not to compete the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
