Description
The Naval Air Systems Command (NAVAIR) intends to award a modification to contract N00019-20-C-0063 to Teledyne Microwave Solutions, 11361 Sunrise Park Drive, Rancho Cordova, CA, to produce three (3) additional AN/ALQ 99 Band 5/6 Output Traveling Wave Tube(s) (OTWT). This effort will continue the standup of manufacturing capability, fabrication, and delivery of three (3) Band 5/6 OTWTs. In addition, Teledyne will perform acceptance testing and deliver acceptance testing reports to verify acceptable performance of the OTWT. The delivery of three (3) additional Band 5/6 OTWTs test articles is estimated to begin in September 2023. This modification will continue to establish a second source supplier that can ultimately meet the Navy’s requirement of producing three (3) Band 5/6 OTWT per month. The applicable NAICS Code is 334419, Other Electronic Component Manufacturing.
The AN/ALQ-99 Tactical Jamming System (TJS) is flown on the EA-18G and provides vital Airborne Electronic Attack (AEA) jamming capability against radar and communications targets in the suppression of enemy air defenses. This low density, high demand AEA capability is vital to the EA-18G. This acquisition is being pursued on a sole source basis under the statutory authority of 10 U.S.C. 2304(c) (3), as implemented by Federal Acquisition Regulation (FAR) 6.302-3, “Industrial mobilization; engineering, developmental or research capability; or expert services." Teledyne Microwave Solutions is currently the only known second source traveling wave tube manufacturer with access to the Band 5/6 OTWT technical data package, and with the requisite technical skills, product knowledge, and manufacturing abilities to produce the necessary assets that support the government-required timeline.
The term of contract is expected to be approximately seventeen months. This is not a commercial buy and therefore the Government does not intend to use the provisions of FAR Part 12 for this acquisition. This synopsis is published for informational purposes only.
