Description
The Naval Undersea Warfare Center, Division Newport (NUWCDIVNPT) intends to award a indefinite quality indefinite delivery firm fixed price and cost plus fixed fee contract, for Outboard Cable Spares, Repairs and Technical Analysis Services, in accordance with the attached Request for Proposals. The North American Industrial Classification System (NAICS) Code 334511 is applicable. The Small Business Size Standard is 1,250 employees. The NUWCDIVNPT Office for Small Business Programs concurs with this full and open competition determination.
The anticipated Period of Performance will be 23 SEP 2022 plus 5 years. Deliveries shall be F.O.B. Destination, Newport, RI, USA (02841).
The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. Responses to the attached RFP N66604-22-R-G200 must be received by 2:00PM EST on 21 JUL 2022. The closing date for questions for this solicitation must be submitted no later than by 2:00PM EST on 29 JUL 2022.

UPDATED CLOSING DATE FROM 07/29/2022 to 08/12/2022.
AMENDMENT #002:
UPDATED THE ATTACHED SOLICITATION, VIA AMENDMENT #002, TO ADDRESS THE BELOW INDUSTRY INQUIRIES:
QUESTION #1:
"Will the government accept proposed delivery schedules for CLINs 0003-0010 that do not fall within the applicable required delivery schedule of the solicitation? Very current cable lead times from either required or sole qualified vendors will not support production time required to deliver per the current solicitation requirement. We would request delivery within 12 months of ordering based on long lead material exceeding 38 weeks ARO."
ANSWER #1:
RFP updated, to provide additional 3-months for delivery (both on CLINs 0001 and 0002, moving from 6 to 9 months, and then, on all other CLINs, moving 9 to 12 months). Please, see attached Amendment to RFP.
QUESTION #2:
"In accomplishing research to respond to the subject solicitation, quotes have been solicited and received for material required to manufacture the cable assemblies that have a minimum of 7-9 months lead time to receive parts / materials. CLINS 1 & 2 are required 6 months ADC and CLINs 3-9 are required 9 months ADC. Lead time for the manufacture of these cable assemblies for delivery to the Government cannot be met if receipt of material is delayed longer than the required delivery dates. How does the Government intend to address the current supply chain issues to ensure required delivery and manufacture of cable assemblies can be met in accordance with the RFP?"

QUESTION #3:
"The subject solicitation is a reissue of NUWC Newport RFP N66604-21-R-0491 dated 23 June 2021 which was cancelled by the Government. During our research to respond to that solicitation, we received no-bids from key single point providers (Southbay and Seacon) for critical parts required to assemble the cables. How does the Government intend to address this issue to ensure all parties who respond to the proposal can get the parts required to manufacture the cable assemblies?"
ANSWER #3:
The Government is not in the position of addressing supply chain issues for potential offerors. Proposals need to consider and address such concerns, free from Government intervention.
