Description
This is a synopsis of an upcoming solicitation, 140R1722Q0019, Cable Positioning Systems. The Bureau of Reclamation, Pacific Northwest Region intends to solicit quotes for a Firm Fixed Price Commercial Item Supply contract.
The purpose of this acquisition is to acquire two (2) remote-controlled towing systems. The towing systems will be used for measuring discharge (water flow) with a portable ADCP (Acoustic Doppler Current Profiler). The ADCP must be passed back and forth, average between 4-10 times, on the water surface inside the canal prism to get an accurate flow measurement. BOR employees are not allowed inside the canal prism. Therefore, the devices must be capable of lowering and raising the ADCP down to the water surface.
Existing cableway infrastructure across canal prisms, installed by the BOR, are being utilized to measure flow for the purposes of calculating usage under existing contractual obligations. Accurate flow measurement is imperative to the success of determining daily and ultimately annual water usage by our district partners. This data is used to calculate costs associated with the water utilized. These devices allows us to measure water accurately and precisely in a smooth transitional manner across the water surface.
Sizing of the existing cableway (3/4 inch or larger) requires we utilize two (2) devices cable of trans versing this diameter of cable. The units will allow us to transverse large cableways, capable of lowering the ADCP into the water from overhead distances, in a smooth, methodical fashion to provide accurate measurement capabilities.
In order to make ADCP measurements at multiple sites (50 plus gauging sites) a device that tows an ADCP back and forth must be used.
Pursuant to FAR Part 12, 13 and 15 of the Federal Acquisition regulations, Reclamation intends to issue a written Request for Quotation (RFQ) through sam.gov. The Request for Quote will be issued as full and open. The applicable North American Industry Classification System (NAICS) code is 334519, Other Measuring and Controlling Device Manufacturing, with a Small Business Size Standard of 500 Employees.
The Government anticipates award of a firm fixed price purchase order during the middle of November 2022. Reclamation will consider all responsible sources who submit a timely quote that conforms to the solicitation.
