oneARC Salesforce Project

The Department of the Treasury, Bureau of the Fiscal Service (Fiscal Service), on behalf of the Administrative Resource Center (ARC), has made a limited-sources bridge award to Hill ASC, Inc., 1 Research Ct. Ste. 450, Rockville, MD 20850-6252 for a task order against their GSA Schedule GS-35F-0235U. This award is for professional services in support of ARC’s oneARC Salesforce Project.

Hill ASC, Inc. (dba Hill Associates Corporation) is the current incumbent and as such is the only contractor able to bring the current tasks and systems up to a point where an effective facilitation and transfer to the next competitively awarded task order/contract. This bridge task order was awarded to Hill for the following reasons:

• ARC must transition customers in the near future and cannot do so without the continuity and support services detailed in this solution,
• Incumbent is the sole proprietor of the oneARC portal instance’s current architecture,
• Incumbent has authored the code, created, and maintained the integration of the oneARC portal with ARC’s financial system (Oracle),
• Incumbent is the sole proprietor of the data shuttle (data table) which enables users to enter requests into the oneARC portal and for those requests to be validated against Oracle,
• Only the incumbent is in a position to successfully transition the oneARC project (following completion of the last task) to the following awardee. The proposed transition services serve as a hand off of current oneARC Portal support to the following awardee, - and -
• At this time, no other vendor would be capable of supporting the tool that enable operations, specifically related to the delegation of authority global feature, and the data table element. The former of which ensures customer internal controls are adhered to, and the latter which is the shuttle used in moving financial change request data from the customer to ARC.

In light of the above factors and the expectation that the next portion of this requirement will be competitively awarded, a sole-source bridge task order is considered to be in the Government’s best interest of economy and efficiency and is authorized.

This posting satisfies the posting requirement stated in FAR subpart 8.405-6(a)(2)(i)(A)(B).
