Description
This contract action is for services for which the Government intends to solicit and negotiate with only Open Systems International, Inc. under the authority of FAR 6.302-1, since the SCADA System including the master station software is proprietary. The contractor shall provide all labor, supervision, tools, materials, equipment, and transportation necessary to perform site maintenance/services and remote support services on the SCADA software.
Procurement Method: Contracting by Negotiation.
The NAICS Code for this procurement is 541511 and the annual size standard is $34,000,000.00.
The contract term will be a base period of one year plus four option years. The total term of the contract, including all options, will not exceed 60 months. The Government will not synopsize the options when exercised.
Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, inquiries received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
