Description

The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for a Hydro Acoustic System.  The compliant product is available solely from SubSea 20/20.  The NAICS code is 334511 and the business size is 1350 Employees.

The proposed purchase order is being solicited on a brand name basis.  The proposed action is for a Evologics Hydroacoustic System, for which the Government intends to solicit and negotiate with only one compliant product pursuant to FAR 6.302-1(a)(2)(ii).  The basis for restricting competition is for the following reasons: EvoLogics GmbH is the only known manufacturer of an acoustic tracking system that meets the testing requirements.  Authorized resellers of this equipment are encouraged to provide quotes. The NSWCCD intends to award a firm fixed-price purchase order using Simplified Acquisition Procedures.

The NSWCCD will award a contract resulting from this solicitation to the responsible Quoter that submits the Lowest-Priced, Technically Acceptable (LPTA) quote in response to this solicitation that represents the best value to the Government.
