Job Order Contract (JOC) Request for Information (RFI)

The Army Contracting Command – Redstone hereby provides notice of its intent to award a competitive, 8(a) Small Business Set Aside, Firm Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ), Single Award Task Order Contract (SATOC), Job Order Contract (JOC) to support the US Army Garrison-Redstone (USAG-R) construction program on Redstone Arsenal. This acquisition will be conducted in accordance with (IAW) Army Federal Acquisition Regulation Supplement (AFARS) Subpart 5117.90, and, to the extent appropriate, the procedures of Federal Acquisition Regulation (FAR) Parts 15 and 36. The Government intends to make an award by 19 December 2024. The base period of performance is from 20 December 2024 through 19 December 2025, and nine 12-month option/ordering periods. Interested firms may submit a capability statement in accordance with the requirements listed herein at paragraph 13 no later than 6 December 2023 at 2:00pm CST (Central Standard Time).

Solicitations are not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government to contract for any supply or service. All information submitted in response to this announcement is voluntary; the United States Government will not pay for the information requested nor will it compensate any respondent for any cost incurred in developing the information provided to the United States Government. Not responding to this RFI does not preclude participation in any future RFP, if issued. If a solicitation is released, it will be synopsized on SAM.gov. Prospective contractors must be registered in the System for Award Management (SAM) to be eligible for award. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement.

The US Army Contracting Command-Redstone, Operations, Services, and Training Directorate, Base Operations Division A, plans to obtain information to serve as market research to help identify potential sources that can perform a Job Order Contract for the USAG-R DPW servicing all of Redstone Arsenal.

The USAG-R DPW Engineering and Construction Division has a requirement for minor military construction for various tenants, laboratory revitalization, and other sustainment, restoration and modernization (SRM) projects on Redstone Arsenal.

In accordance with Army Federal Acquisition Regulation Supplement (AFARS) Subpart 5117.90, a JOC is an alternative contracting method to fulfill repair, maintenance, and minor construction requirements on a variety of projects that range from sustainment, restoration, and modernization, simplified acquisition of base repair requirements, civil works operations and maintenance, small renovations, real property repair and maintenance with an estimated value more than the micro-purchase threshold of $2,000 for acquisitions of construction. Each JOC order is comprised of several pre-described and pre-priced tasks which will be conveyed in a specified unit price book.
