Description

The Millennium Challenge Corporation (MCC) is issuing this solicitation for the purpose of entering into a Contract. MCC will conduct this acquisition in accordance with FAR Parts 12 and 13.

This requirement is a 100% total Set Aside for Small Business Concerns in accordance with FAR Par 19.5.

This solicitation does not commit the Government to pay any costs for the preparation and submission of your proposal. It is also brought to your attention that the Contracting Officer is the only individual who can legally commit the Government to the expenditure of public funds in connection with the proposed requirement.

DESCRIPTION

GRANTS MANAGEMENT CONSULTING SERVICES

MCC is seeking an expert to provide technical support to assist MCC’s partner countries in implementing the PGG, to develop and modify related templates and training manuals, and to help MCAs supervise their implementation in select countries.

The Contractor shall provide all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform the tasks as defined in Section C of the Statement of Work.

The Millennium Challenge Corporation anticipates awarding a time and materials type contract.

SOLICITATION TECHNICAL INQUIRIES AND QUESTIONS

All questions/inquiries concerning the solicitation document must be submitted by e‐mail (no faxes or telephone calls please) to the Contract Specialist, no later than March 1, 2023 at 12:00 pm Eastern Time. Questions shall be e‐mailed in MS Excel to Michael Glimp, Contract Specialist, glimpmd@mcc.gov and Taylor Wolf, Contracting Officer, at wolftj@mcc.gov.

QUOTE SUBMISSION

Offeror’s proposal MUST cite the primary Solicitation Number in the submission. The Offer must be submitted no later than March 22, 2023 at 12:00 pm Eastern Time. Late Offers will not be accepted. Offerors shall only submit one proposal in response to this solicitation. Alternate proposals and/or solutions will be rejected. Offers must include the technical, past performance and business volumes, and must be submitted via email to the Contract Specialist at glimpmd@mcc.gov and Taylor Wolf, Contracting Officer, at wolftj@mcc.gov.
