Description
The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to procure thermal cyclers. These thermal cyclers from Life Technologies has been used to develop and validate new HIV genotyping assays that has resulted in this monitoring tool being part of managing the treatment of a HIV positive patient. These instruments make it possible to monitor for the development of mutations that can render a HIV drug ineffective due to these drug resistant mutations (DRMs) that occur in the genes needed for the HIV virus to replicate. These instruments are also used in national molecular surveillance projects like the Population-based HIV Impact Assessment (PHIA) surveys and the Cyclical Acquired HIV Drug Resistance (CADRE) projects that have started in many Low and Middle Income Countries (LMIC). The surveillance data from these surveys and projects can be utilized by a country in updating their HIV treatment guidelines due to the increase of DRMs rendering a drug less effective. This will aid the public health response in reaching the 3rd target of the President’s Emergency Plan for AIDS Relief (PEPFAR) and the Joint United Nations Program on HIV/AIDS (UNAIDS), which is that 90% of those on treatment
We propose to contract with Life Technologies, located at 5781 Van Allen Way Carlsbad, CA 92008, is identified as a vendor capable of providing the pesticicide data set needed.
This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement.
This notice of intent is not a request for competitive quotations; however, all quotations/responses received within three (3) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at ulb6@cdc.gov by 12pm 21 September 2023.
