AMENDMENT 04 - Airfield Operation & Maintenance, OPM-SANG

This is a DRAFT SOLICITATION for Airfield Operation and Maintenance Services to support the activities of the Office of the Program Manager - Saudi Arabian National Guard (OPM-SANG). See DRAFT SOLICITATION and associated attachments to this notice.

AMENDMENT 01

Amendment 01 is issued to

• Provide REV 01 - DRAFT Solicitation W90BRJ22R0006.  The original draft solicitation is revised to:

               a) Delete/Add provisions and clauses to reflect the type of contract that is anticipated

               b) Delete Section H narrative

               c) Add an additional Point of Contact in Section A narrative

• Correct the start date of the Site Visit from 01 August 2022 to 31 July 2022

AMENDMENT 02

The purpose of Amendment 02 is to provide Attachment 008 – Revised PWS dated 19 July 2022.  This PWS replaces the PWS at Attachment 001.

AMENDMENT 03

The purpose of Amendment 03 is to provide Attachment 008 - PRS for AOM dated 10 August 2020. It is also to provide the revised PWS dated 10 August 2022. This PWS replaces the previous Attachment 001 PWS and Attachment 008 PWS, both of which have been removed from the post. 

AMENDMENT 04

The purpose of Amendment 04 is to:

a) Provide Attachments 004a, 004b, 004c, 004d, and 004e – Equipment Lists

b) Provide Attachment 009 – ERP Functionality Briefing

c) Provide Attachment 010 – Q&As dated 11Sep2022

d) Provide Attachment 011 – Industry Day Brief

e) Provide Attachment 012 - Industry Day Q&As

f) Provide notice that the estimated date of release of the Solicitation is mid-October 2022.

g) Inform potential offerors of the following proposal submission change:

Proposal submission:

This Notice stated that proposals would be submitted via DOD Safe – this is no longer the case.  Proposal submission against the Official Solicitation shall be submitted through the Procurement Integrated Enterprise Environment (PIEE), Solicitation Module.  No other method of submission shall be acceptable.  Offerors must be registered in the Solicitation Module of PIEE to submit an offer through PIEE.

PIEE (SOLICITATION MODULE) REGISTRATION INSTRUCTIONS

       *Vendors MUST Be Registered in the System for Award Management (www.sam.gov) to Register in the PIEE Solicitation Module

        *Vendors MUST be registered in the PIEE Solicitation Module to Submit an Offer 

Registration Instructions:

1. Register your company in PIEE (unless your company is already registered). Use the “Vendor Registration Training & Instructions page” link below for instructions on how to do this. 

2. View the “PIEE Solicitation Roles Module” link below and https://ara-6.csd.disa.mil/ara/ to determine which registration role is applicable.  Note: The Proposal Manager role is the only role that allows for submission of offers. 

3. Go to the “PIEE Solicitation Module Registration Instructions” link below and follow the instructions there to register in the PIEE solicitation module. You should be able to do this in Step 1 of the training, but if you aren’t able to, you can register in the this PIEE solicitation module afterwards. 

4. Go to the “PIEE Solicitation Module Training & Instructions for Vendors” link below and view the training and demonstrations for the “Proposal Manager” and “Proposal View Only” functions.  

5. If you have any issues, go to the “PIEE Training and Support Page” link. There, you will find multiple training and support files to assist in the registation process.
