Naval Air Warfare Center,  Aircraft Division Virtual Pre-Solicitation Conference For Contracted Air Services (CAS) ​Electronic Warfare (EW) Jet Services ​

DATE: 20 July 2023 (based on offeror interest in conference dates)

TIME: 1:00pm EDT (Open Briefing), 2:00pm EDT – 4:00pm EDT (One-on-One Sessions)

LOCATION: The Government will hold this Pre-Solicitation Conference event virtually via Microsoft Teams.  Registration by 17 July 2023 is required to attend.

General Information:

Please note the following regarding the Pre-Solicitation Conference:

1. Please log on fifteen (15) minutes early to check-in
2. Recording of this event is prohibited
3. NAVAIR intends to discuss the following areas:
   • Overview of the CAS EW Jet Services Program and PMA-226
   • Performance Based Work Statement (PBWS)
   • Contract/CLIN Structure
   • Section L – Instructions to Offerors
   • Section M – Evaluation Factors for Award
4. Twenty (20) Minute One-on-One Sessions for Pre-registered participants

This Virtual Pre-Solicitation Conference will be conducted via Microsoft Teams and a link to the event will be provided once the interested party has provided the below registration information. All attendants are required to register prior to attending the event using the registration form provided. The Government will present a briefing with an open forum to address questions concerning the solicitation. Both large and small businesses are encouraged to attend with up to five (5) participants.

Additionally, Offeror’s may request a twenty (20) minute one-on-one session with the Government if they intend to propose as a Prime. Please note the Government will only schedule one (1) session per Prime Offeror. The Government will schedule one-on-one sessions with interested Prime Offerors on 20 July 2023 following the open briefing. Offerors may also request access to the Technical Library described in Section L of the draft RFP by contacting the personnel identified below. The Technical Library contains PBWS Section 2.0 Applicable Documents as well as historical and projected flight hours for EW Jets.

The Government requests that Offerors review the Draft solicitation and associated attachments before the briefing and invited Offerors to submit comments or questions using the attached Industry Q&A Form electronically to sherona.thomas.civ@us.navy.mil and john.a.dijoseph4.civ@us.navy.mil no later than 1:00pm EDT on 13 July 2023.
