Description
This is a combined synopsis/solicitation for commercial service prepared in accordance with the format in FAR subpart 12.06 and 13 Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is 12805B22Q0126 and is issued as a request for quotation (RFQ). This solicitation document incorporates those provisions and clauses in effect through Federal Acquisition Circular 2021-06. The associated NAICS Code is 115112 and the Small Business Size Standard is $8 million.
Description of Work:
The USDA ARS has a requirement for Pilot and Aircraft Services Cloud Seeding for Rain Enhancement in West Texas. The contractor (aerial applicator) shall fly a personally-supplied turbine agricultural aircraft capable of carrying 500 gallons of water outfitted with the USDA-patented aerial electrostatic spraying system under convective continental cumulus clouds in West Texas (Trans-Pecos area) to seed such clouds for rain enhancement.
Period of Performance: 1 May 2022 to 30 September 2022

In order to be considered for award, Offerors shall respond by:
1) Providing all associated documents identified in the solicitation. Only Email submissions of proposals will be accepted.
2) Have an Active SAM.gov registration and complete the Representations in FAR 52.204-54; the Representation and Certification section should also be completed electronically in the System for Award Management (SAM) at www.sam.gov.
Any amendment and documents related to this procurement will be available electronically at the Government Point of Entry (beta.sam.gov).
Failure to provide the required information in the requested format may result in quotes not being considered for award.
FAR clauses 52.212-1, 52.212-2, 52.212-3, 52.212-4 and 52.212-5 (and any addenda to those clauses) are included in the attached clauses and provisions document. Additionally, other contract requirements and terms/conditions can be located in the same document.

Only Email submissions of proposals will be accepted.
All questions pertaining to this solicitation must contain reference to the solicitation number and must be submitted, in writing via e-mail to toinette.aranda@usda.gov and dan.martin@usda.gov no later than 04/11/2022.
Offerors must be registered in System for Award Management (SAM) IAW FAR 52.204-7 and 52.212-1(k). For those who fail to meet these requirements will not be considered for award.
This notice does not obligate the Government to award a contract, nor does it obligate the Government to pay for bid/proposal preparation costs.
Attached Provisions/Clauses apply to this RFQ and any subsequent award.
