Description

The Missile Defense Agency (MDA) Command and Control, Battle Management and Communications (C2BMC) program office is seeking information on industry capability to support efforts related to the development, testing, maintenance, certification, and fielding of the Protected Anti-jam/Anti-Scintillation Wideband Net-centric System (PAAWNS), a survivable wideband satellite modem system designed to support Ballistic Missile Defense survivable communication capabilities.  If no alternate sources are identified, the Government intends to award a sole source contract to Welkins Sciences, LLC under Statutory Authority 10 U.S.C. 3204(a)(1) as implemented under Federal Acquisition Regulation (FAR) 6.302-1(a)(2) - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.  Based on currently available information, MDA believes that only Welkins is capable of providing the required services without substantial duplication of cost that is not expected to be recovered through competition and unacceptable delays.  This notice is intended to meet the requirements of both FAR Part 5 and DFARS PGI 206.302-1.

The MDA has a requirement for a Configurable Link Test Set (CoLTS)-Low Cost (LC) Distribution Unit (DU). The Contractor shall build, test, and deliver three (3) DUs that combine four (4) CoLTS-LCs (125 MHz single channel models) to test across 500 MHz of RF Spectrum. At the sub band boundaries, the unit shall provide contiguous coverage from band to band.  The Government will purchase twelve (12) CoLTS-LCs as Commercial Off-the-Shelf (COTS) and provide them to the contractor as Government Furnished Property (GFP).  Providing the CoLTS-LCs as GFP allows the contractor to use the CoLTS-LC units in the DUs.

This RFI is only intended for the Government to identify sources that can develop, test, maintain, certify, and provide engineering support for CoLTS-LCs and DU’s.  The information provided in this RFI is subject to change and is not binding to the Government.  The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought.  All submissions become Government property and will not be returned.
