Description
The purpose of this RFI is to engage early with industry and collaborate on flying training support.
This is not a Request for Proposal (RFP), Request for Quote (RFQ), solicitation, or an indication that the government will contract for this requirement, or any similar requirement, at any time in the future. No decision to pursue an acquisition or identification of a contracting organization to be responsible for an acquisition has been made.
The government will not pay for information received in response to this RFI and is in no way obligated by the information received to take any action. All responses to this RFI must be free of proprietary markings and data.
Introduction:
- This RFI includes a description of the F-35 Foreign Military Sales (FMS) Pilot Training Center, and a Contractor Capability Survey that allows you to provide your capability.
- The Government is contemplating the use of NAICS 611512, Flight Training.
- If, after reviewing the notice and attached documents, you desire to participate in the preliminary Market Research, please provide documentation that indicates any legal, contracting, program, or other hurdles you have identified that may prevent or inhibit performance of any portions of flying training, as defined by this RFI.
Purpose:
The government is conducting preliminary Market Research fact-finding to determine:
- The extent to which industry is capable of conducting operations associated with F-35 flying training as defined by this RFI (flying operations, simulator training, academics, aircraft maintenance, etc.). These operations should utilize a host government basing location as defined by this RFI.
- Efficiencies and cost savings that can be gained through different approaches to all aspects of F-35 FMS flying training, as defined by this RFI.
- Rough Order of Magnitude (ROM) or estimate for the upfront and sustainment cost and level of effort of F-35 FMS flying training services as defined by this RFI.
Summary:
The Government is conducting preliminary Market Research fact-finding to assess industries ability to meet some or all of its potential future needs. There are no current acquisition timeline, projected milestones or validated government requirement to initiate an acquisition at this time.
