Description
Amendment No. 2 (Sept 5, 2024) is currently part of the attachments. The full text of the clarification is as follows:
On August 29, 2024, USAID published Modification No. 1 to the above Solicitation to respond to questions and provide a readout of the Post-Solicitation Conference.
In response to question No. 43, USAID states the following in Modification No 1:
A43. a. Offerors cannot propose or use the $1,500,000 plug figure if they do not intend to use GUCs. Offerors who opt not to use the GUC component must program the $1,500,000 in accordance with their technical approach.
b. Yes, the $1.5 million GUC plug figure is included in the $10 million total cost of this project.
USAID acknowledges the confusing nature of the answer, and NOW REPHRASES IT AS FOLLOWS:
A.43:
The Total Estimated Cost, inclusive of the $1,500,000 reserved for Grants Under Contracts (GUCs) is $10 million. Offerors must not exceed the $1,500,000 threshold for GUCs. Offerors may opt to use GUCs in their approach for any reasonable amount within that range ($1 to $1,500,000). The full Total Estimated Cost of $10 million is available to offerors if they opt not to use GUCs. The Total Estimated Cost of $10 million MINUS the GUC amount is what offerors have left for other aspects of their programming. The ceiling remains the same, with or without using the GUC mechanism.

The United States Government, represented by the U.S. Agency for International Development (USAID) Mission to Peru is seeking proposals from qualified Local Entities interested in providing the services described in Section C of this solicitation.
Using FAR Part 15 procedures, USAID anticipates awarding one (1) stand-alone Cost-Plus-Fixed Fee (CPFF) term type contract with a period of performance of five (5) years. The maximum available funding for this contract is $10,000,000.00.
Competition under this procurement is restricted to local entities – see H.2. Offerors must demonstrate their capability to perform at least 65% of the services required under this contract with their own resources. Subcontracting may not exceed 35% of the Total Contract Cost.
Proposals and questions regarding the RFP requirements must be addressed to Andre-Guy Soh through limaroaaletters@usaid.gov copying the A&A Specialist Mrs. Rosario O. de Saldaña via email at rsaldana@usaid.gov, and asoh@usaid.gov no later than the submission deadline set forth above. Late and incomplete proposals will not be accepted.
Interest in participating in the post solicitation conference must be expressed via de above addresses at least two days before scheduled conference date.
Offerors should periodically check www.sam.gov for updates to this solicitation. This RFP in no way obligates the USAID to award a contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of your proposal.
