Health Care for Homeless Veterans Contract Emergency Residential Services
EVALUATION CRITERIA
The Contractor’s technical proposal is composed of elements listed not necessarily in descending order of
importance:
A. Does the vendor operate a residential program in the City & County of San Francisco in an established
brick & mortar building designed to serve homeless persons?
B. How many Veterans is the vendor capable of serving (18 preferred, will accept between 5-20)?
C. Can the vendor begin accepting Veterans for admission immediately upon award? If not, can the vendor
begin accepting Veterans for admission within 60-90 days of award?
D. Will the vendor operate a residential program in the City & County of San Francisco that can provide
semi-private or private rooms with private or shared bathrooms?
E. Will the vendor operate the residential program at one location or at scattered sites?
F. What is the proposed location(s) of the program site(s)?
G. Is the proposed facility ADA-accessible and/or are there ADA-accessible units available in the facility?
H. Describe the vendor’s plan to meet the goals contained within the Performance Work Statement.
I. Describe the vendor’s recent (within the past three years) and relevant experience with providing shortterm
residential services to homeless adults that include room and board, meals, case management and
therapeutic services that target underlying factors contributing to homelessness including problems
related to physical and/or mental health, substance use, trauma, and interpersonal relationships.
J. Describe the vendor’s recent (within the past three years) and relevant experience working with
Veterans and/or other homeless individuals to attain permanent housing at discharge.
K. Describe the vendor’s recent (within the past three years) and relevant experience working with
Veterans and in coordinating clinical care with VA.
L. Describe how the vendor uses clinical interventions such as motivational interviewing, harm reduction,
de-escalation, and crisis intervention to maximize retention of program participants.
M. Is vendor willing to use simple rule violations as an opportunity for clinical engagement and
intervention rather than as grounds for immediate discharge? Please provide some examples.
N. Is vendor willing and able to provide same-day referral and admission when space is available?
