Description
Project Location
The Apache Trail project consists of approximately 11.16 miles of AZ State Route 88 between Roosevelt Dam (MP 240) and Apache Lake Marina (MP 229) in Maricopa County, Arizona. State Route 88 is currently closed south of the project due to flood damage. Access for construction will be from the north. The figure below provides a visual summary of the project location.
Scope of the Work
The purpose of the project is to provide a hardened driving surface along the 11.16 miles while also improving sight distance with slope cuts in about 5 locations. The majority of the project will surfaced with a double chip seal on aggregate base, while some of the steeper sections will be asphalt paved. The project does not propose widening. Additionally, recent flood damage has required that several drainage features be improved. Numerous pipe culverts will be replaced and some will be upgraded to reinforced concrete box structures. The project involves a variety of emergency repair work including slope scaling, excavation, pipe culverts, reinforced concrete box culverts, ditch reconditioning, drainage repairs, riprap, chip seal, asphalt paving, erosion control, and revegetation.
Items worth noting:
- This is a very narrow and winding section of road with steep grades and no shoulder in several locations. Coordination with public traffic will be required. Daytime delays will be a maximum of 15 minutes.
- Several drainage structures are currently completely plugged and the bench in portions of the project has been narrowed due to flood events in the Fall of 2019.
- State Route 88 south of the Apache Lake Marina is currently closed. ADOT has not indicated a timeline for reopening this segment and it therefore the project should not be assumed to be accessible from the south.
- One slope cut will likely require blasting techniques to excavate hard rock.
- The road has historic characteristics that will require archeological monitors for certain work items. Additionally, environmental resources exist adjacent to the road in several locations.
Principal Work Items
Approximate quantities for major work items:
- 16,000 cubic yards of roadway excavation
- 5,150 cubic yards of rip rap
- 111,000 square yards of chip seal
- 38,000 tons of roadway aggregate
- 6,200 tons of asphalt concrete pavement
- 3,000 square yards of concrete pavement (low water crossings with cutoff walls)
- 1,700 linear feet of pipe culvert
- 465 linear feet of reinforced concrete box culvert

Funding
The anticipated cost range is between $12,000,000 and $16,000,000.
