BACKGROUND
A need to directly support VA St. Louis Healthcare System (VASTLHCS) Community Based Outreach Clinics (CBOCS), Annexes, and the HRC, collectively known as outlier clinics , during electrical power outages exists, which are critical recurring concerns. Lightning and power outages were rated as the first and fourth hazard respectively on the VASTLHCS hazard vulnerability assessment. Contractor error, aging infrastructure, and severe weather contribute to the susceptibility to continual power outages. These reoccurring all-hazard incidents were responsible for over $50,000 in vaccine product spoiling in an unpowered refrigerator which impeded patient care by disrupting point of dispensing operations.
The VASTLHCS requires a 102-hour cold chain management capability to preserve pharmaceutical product and specimens on site when staff is concerned with the safety of the patients. Power outage in rural outpatient locations or over weekends need approximately 54 hours of battery backup to allow the hospital incident command adequate time to respond. The cold storage cart provides an additional 48-hours capability to secure and transport the product on extended outages. The delivery by date is May 31, 2025.
Objectives:
The Roemer HEMOROAM BBS100 25-liter portable battery powered medical refrigerator provides 48 hours of cold storage for patient care products from specimen draws to point of dispensing. The mobility allows for the transport of pharmaceutical products and battery-operated refrigerator during emergency power outages. The apparatus is designed for long distance reliable cold chain management for rural outpatient clinics.
This will coincide with the existing emergency power support provided to John Cochran and Jefferson Barracks divisions, per Veteran s Health Administration (VHA) Directive 1028 (Facility Electric Power Systems). Currently these outlier clinics are not in compliance, are neglected and this procurement will augment the Environmental Monitoring Program MCP 138-042 (Temptrak program) monitored by Facility Engineering Services (FES) to safeguard these medications, specimens, and vaccines.
This will further address critical supplies and utility management issues in the Emergency Operations Plan (EOP), which will include needed support of the outlier clinics EOP December 14, 2022.
Deliverables
Vendor shall provide the following products and quantities:
Vendor Shall provide to VASTLHCS at total of two (2) Roemer HEMOROAM 25XL mobile units, model number HR-25XL (48 Hours refrigerator) mobile cold storage refrigerator, meets or exceeds CDC requirement for cold chain management in accordance with CDC Operational Readiness Review. This unit or similar in capabilities.
All units to have unique Serial numbers, identifier numbers, visible on the exterior of each unit, without need to remove any plate or component.
Provide Equipment safety, electrical/wiring, installation, maintenance and warranty instructions and manuals to include Lock-out/tag-out energy control procedures as determined by 29 CFR 1910.147, 29 CFR 1910 Subpart S, and other industry guidance as applicable.
