Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. No paper copies of the solicitation will be issued. This announcement constitutes the only solicitation; excluding modifications. This solicitation is a Request for Quotes (RFQ) to provide 361 TRS Custom F-108 Engine Stands at Sheppard AFB, Texas. See attached 2: F-108 Engine Trainer Stand Pictures and Blueprints. The 82d Contracting Squadron of Sheppard AFB, Texas anticipates awarding a single Firm Fixed Price (FFP) contract. 

****Ammendment 1***: The purpose of this ammendment is to provide answers to questions asked by contractors.

Question 1: 

“... specifically for stick welded joints and 1/4" TIG welded joints. The current standard for a structural welded joint is to use a dual shield MIG process or a short arc process for nonstructural joints.

Whilst it is possible to produce the system as drawn the welding called out in the prints will significantly drive-up welding times and costs without any recognizable benefit. Will the government consider accepting units welded using a dual shield process performed by AWS certified welders and provided with a WPS  (Welding Procedure specification) and a WPP (Weld processing plan)  to verify the joints are structural."

Answer to Question 1:

"Our SME’s in Metals Tech are saying we should follow the blueprints that were provided to us." 

Question 2: 

"What does the 2B stand for in the drawings" 

Answer to Question 2:

The 2B stands for permanent engine stands. The engine stands were previous used for transportation and moving the engine around. 

Question 3:

"Please send complete, readable drawings to replace sheets 12 and 17..."

Answer to Question 3: 

These drawings are old and can not be provided due to the age of the drawings. These drawings are a metric that can be used to help a contractor provide a quote for this requirement.

Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

The applicable NAICS code is 336413, and the small business size standard is 1,250 employees. This requirement is a total set aside for small business concerns.  

The solicitation number is # FA302024Q0065 and is issued as a Request for Quotation (RFQ). See attached “Combo RFQ” for the RFQ format. All documents including the solicitation, FA302024Q0065, and all amendments to the solicitation are obtainable via this notice. Contractors are strongly cautioned to check this notice periodically for amendments. 

The solicitation will close at 4:00 PM CST on Friday, 20 September 2024. All solicitations must be submitted via email to the Primary and Alternate contacts listed below. 

 All questions must be submitted by 10:00 AM CST on Wednesday, 18 September 2024. All questions MUST be submitted in writing to the Primary and Alternate contacts listed below as well. 

A site visit will be conducted on Tuesday, 17 August 2024, from 1000 to 1100 CST. Attendance at the site visit is not mandatory in order to submit a quote for this effort. Due to lead time requirements, please notify the primary and alternate contacts listed if you are interested in attending NLT 16 September 2024, in order to receive instructions on accessing the installation. Notification past this date may render you unable to access the installation and therefore the site visit. Any questions asked at the site visit will be posted so all potential vendors have equal information.
